John Kelly to lead the Department of Homeland Security:

In the wake of reports about the Trump Administration's plans to create a special registration program for Muslims, House Judiciary Committee Ranking Member John Conyers, Jr. (D-MI), Subcommittee on Immigration and Border Security Ranking Member Zoe Lofgren (D-CA) and Representatives Luis V. Gutiérrez (D-IL), Judy Chu (D-CA) and Keith Ellison (D-MN), today led more than 50 House Democrats in calling for President Barack Obama to completely dismantle the regulatory framework behind the discriminatory National Security Entry-Exit Registration System (NSEERS) before his administration ends. The Obama Administration effectively ended the program in 2011; however, the apparatus remains.

I want to preface my remarks regarding today's hearing, which deals with community policing policies, by observing that our Nation's conscience continues to be rocked by a series of tragic events involving law enforcement and the loss of too many black lives.

In our court rooms, in our streets and on our televisions, we confront a never ending body count. Earlier this summer, my Congressional colleagues and I staged an unprecedented sit-in – just to try to get a vote on common sense gun legislation.

I want to begin my remarks by thanking Director Sarah Saldaña for her service and appearing before our Committee today. As head of U.S. Immigration and Customs Enforcement, Director Saldaña has one of the toughest jobs in government. With limited resources, she must ensure that our immigration statutes are enforced as well as ensure that this is done in fair, just, and balanced way.

For that reason, the Department of Homeland Security's enforcement priorities recognize that millions of unauthorized immigrants have been living and working in the United States for 5 or 10 years or longer.

U.S. Representatives John Conyers, Jr. (D-Mich.), Ranking Member on the House Judiciary Committee, and Zoe Lofgren (D-Calif.), Ranking Member on the Immigration and Border Security Subcommittee, issued the following joint statement today after the U.S. Supreme Court of the United States failed to reach a majority decision on the United States v. Texas case:

"Today the Supreme Court issued a split decision that sets no precedent but leaves in place a lower court preliminary injunction blocking the President's immigration executive actions.

Earlier today, House Speaker Paul Ryan's Task Force on National Security introduced its national security portion of the so-called "Better Way" agenda – a rebranding of old partisan proposals. House Judiciary Committee Ranking Member John Conyers, Jr. (D-MI) and Immigration and Border Security Subcommittee Ranking Member Zoe Lofgren (D-CA) released the following joint statement after the release of this report:

Strengthening the security of the immigration and visa issuance process is a critical issue for all Americans.

As one who believes our Nation should be a beacon of freedom and liberty, I very much appreciate the need to effectively combat terrorism, while maintaining our commitment to core values.

Unfortunately, H.R. 5203, the "Visa Integrity and Security Act," fails to honor those core values.

This failing can largely be attributed to the fact that the bill reflects absolutely no input from Democratic Members of the Committee. Nor has this measure been the subject of any legislative hearing.

We are in the midst of a global refugee crisis. There are currently more displaced people – approximately 60 million – than at any time since World War II.

They are in refugee camps in Africa. They are on boats, in trains, and traveling by foot from the Middle East to Europe. And they are coming to our border from Central America. These are the world's most vulnerable, many of them women and children.

Today's Executive Overreach Task Force hearing examines whether President Obama has violated the U.S. Constitution with respect to his authority to enforce the Affordable Care Act and the immigration laws. These are both issues that the full Committee has repeatedly considered in the past and it is clear to me that the President has not violated any constitutional limitations on the exercise of his executive authority as to either of these areas.
