Mr. Chairman, I believe the consideration of the issues underlying this bill is timely, but unfortunately misguided. This Committee should examine pretrial services and bail issues with the goal of reforming our Nation's bail system, not for the purpose of protecting the use of money bail, which is unfair to the indigent, unproductive, and expensive for American taxpayers.
Mr. Chairman, as we consider today's narrow topic of class action lawsuits against intermediate care facilities that care for individuals with intellectual disabilities, we must be sure that our focus is always on this key question-how can we ensure that people with mental disabilities receive the best care possible, appropriate to their individual circumstances?

H.R. 4170, the "Disclosing Foreign Influence Act," appears to be a good faith attempt to strengthen the Department of Justice's ability to enforce the Foreign Agents Registration Act of 1938, or FARA. Under FARA, an "agent of a foreign principal" must register with the Department, file any informational materials that he or she has distributed within the United States on behalf of a foreign principal, and maintain records of his or her activity.
