Ranking Members Raskin, Morelle, and Garcia Launch Investigation Into Texas Attorney General Ken Paxton’s Failure to Investigate Widespread Fraud Allegations Against Republican-Aligned Fundraising Platform, WinRed
Ranking Members Demand Answers Regarding Paxton’s Refusal to Investigate Credible Reports of Fraud Filed by His Own Constituents
Washington, D.C. (June 1, 2026)—Today, Rep. Jamie Raskin, Ranking Member of the House Judiciary Committee, Rep. Joe Morelle, Ranking Member of the Committee on House Administration, and Rep. Robert Garcia, Ranking Member of the House Committee on Oversight and Government Reform, are opening an investigation into Texas Attorney General Ken Paxton regarding his office’s failure to investigate widespread and credible allegations of fraud involving the Republican-aligned political donation platform WinRed, even as it pursues a selective and partisan investigation into ActBlue, a donation platform used by Democratic candidates around the country.
“For years, Texas residents – many of them seniors or people with disabilities – have reported to your office that they are being defrauded by the donation platform WinRed. […] While you have done nothing to investigate dozens of such complaints from Texans about being defrauded by WinRed, the platform used to process campaign contributions to Republican candidates and causes, your office has opened an investigation into an unrelated entity, ActBlue, which processes donations to Democratic candidates. […] It is clear that this willful blindness has come home to roost: dozens of your constituents are being defrauded, in real time,” wrote the Ranking Members.
Texas residents have repeatedly reported unauthorized withdrawals and repeated charges through WinRed, in some cases totaling thousands of dollars. One donor reported losing more than $15,000 after agreeing to small one-time contributions, while another elderly Texan reported $11,000 in unauthorized charges. These defrauded constituents never received responses from Paxton’s office. Public data further shows that there are significantly more complaints filed about WinRed than ActBlue.
Despite these reports, Paxton has not taken meaningful action to investigate WinRed. Instead, his office has opened a partisan investigation into ActBlue as part of a broader effort by Republican officials to target the Democratic platform based on political motives.
“You are failing Texas victims, and you seem to be abusing your law enforcement authority for partisan ends,” wrote the Ranking Members.
The Committees requested records and communications related to complaints about WinRed, internal analyses comparing donation platforms, and any interactions between Paxton’s office and WinRed to inform their joint investigation into the allegations surrounding WinRed and Paxton’s staggering failure to protect Texas consumers.
