Ranking Member Raskin Unveils Legislative Package to Kill Blanche’s ‘Super Pardon’ for Trump, Trump Family and Their Businesses

Raskin’s Plan Also Shuts Down Taxpayer-Funded Payouts for Criminal MAGA Allies but Gives All Americans the Right to Go to Court When the Government Violates Their Rights

Washington, D.C. (June 4, 2026)—Amid growing bipartisan outrage over President Donald Trump and Acting Attorney General Todd Blanche’s ongoing abuse of the federal Judgment Fund to funnel taxpayer dollars to political allies and convicted January 6 offenders—and Blanche’s refusal to rescind his Super Pardon for Trump, his family, and their business empire—Rep. Jamie Raskin, Ranking Member of the House Judiciary Committee, today unveiled a legislative package to shut down the whole scheme, prevent future abuses, and give all Americans the opportunity to sue the government when government agents violate their constitutional rights, including for assault, wrongful death, retaliation, or malicious prosecution.

Despite Blanche’s recent claims that the $1.8 billion slush fund is “dead,” he has refused to put any such commitment in writing, while the Department of Justice (DOJ) continues to eye corrupt payouts to allies through the Judgment Fund. Payments have already flowed to Trump allies, and January 6 rioters continue to line up seeking taxpayer-funded windfalls. If Congress fails to enact new guardrails, the DOJ can still settle the meritless claims brought by January 6 insurrectionists and cut taxpayer-funded checks to rioters who beat up police officers.

Blanche has also refused to rescind the mother of all sweetheart deals he tucked into his unprecedented settlement with Trump: a Super Pardon for the President, his family and their sprawling web of business ventures. It amounts to total and permanent immunity for the Trump family for “any matters currently pending or that could be pending” before the IRS “or other agencies or departments.” 

Ranking Member Raskin’s legislative package provides a comprehensive fix. It would block the misuse of federal settlement funds, prevent collusive settlements between the President and the United States government, and ensure that claims against the federal government are resolved through legitimate judicial proceedings available to all Americans for all violations of constitutional rights by government agents.

“If the Administration and its allies in Congress are truly walking away from the $1.8 billion criminal enrichment fund, they should have no problem joining us in banning it outright. But no one should be fooled by Trump and Blanche’s tactical pause: nothing has been dismantled, and nothing has been renounced. Trump’s scheme to raid the Judgment Fund, bankroll political allies using taxpayer cash, and score a sweeping Super Pardon is alive and well and remains a clear and present threat to our constitutional order. My legislative package would end the slush fund, outlaw collusive settlements, and make clear that no President can use taxpayer dollars to cut partisan loyalty reward checks. It also ensures that all people who have actually had their constitutional rights violated by the government will have access to justice. Congress must act with urgency to shut down this presidential plunder once and for all,” said Ranking Member Raskin.

The Block Lawless Agreements and Nullify Corrupt Handouts and Emoluments (BLANCHE) Act prohibits the sitting President from entering into settlements with the federal government for money damages and requires independent judicial review of any such agreements, including those that grant the president super pardons and provide other non-monetary relief, to ensure they are genuinely adversarial and free from collusion, addressing both financial payouts and non-financial provisions such as sweeping immunity arrangements.

The Constitutional Rights Defense Act creates a cause of action allowing individuals to seek compensatory damages from the federal government when their constitutional rights are violated by the government or its agents. It also streamlines the ability of all Americans to go to court and obtain financial compensation against government agents who commit assault, wrongful death, malicious prosecution, retaliation assault, and other violations of the constitutional rights of the people of the United States.  

This package builds on Ranking Member Raskin’s No Taxpayer-Funded Settlement Slush Funds Act, which blocks the use of federal funds to create or finance the Trump IRS settlement slush. It prohibits payments to January 6 rioters, MAGA sycophants, senior government officials and members of the President or Vice President’s family. The bill also imposes strict transparency and reporting requirements on large settlements.
