Raskin to File Discharge Petition in Effort to Force a Vote on NO CARTE BLANCHE Act, Legislation to Stop Taxpayer-Funded Payouts and Void the Sweeping Immunity Granted to Trump Family and Businesses By Acting Attorney General Todd Blanche in Corrupt “Settlement” Agreement
Washington, D.C. (June 25, 2026)—Today, Rep. Jamie Raskin, Ranking Member of the House Judiciary Committee, announced that he will file a discharge petition on Friday in an effort to force a House vote on his legislation to permanently block Trump’s effort to create a $1.8 billion taxpayer-funded slush fund for January 6 rioters and political sycophants, prevent any such future corrupt payouts, and terminate the unprecedented “Super Pardon” bestowed by Acting Attorney General Todd Blanche upon the President, his family and all of their businesses, on all matters, for all time, as a part of an illegal “settlement” agreement in Trump, v. IRS. These provisions of Trump’s “settlement” agreement—executed by his former personal attorney, Todd Blanche, who also oversees the Justice Department—have been widely criticized across party lines, both in and outside of Congress. The No Corrupt Agreements Requiring Taxpayer Expenditures Benefitting Lawbreakers and Assorted Non-Prosecution Covenants, Handouts, and Emoluments Act (NO CARTE BLANCHE Act) of 2026 combines legislation previously introduced by Raskin: H.R.8914, the No Taxpayer-Funded Settlement Slush Funds Act of 2026 and H.R. 9210, the Block Lawless Agreements and Nullify Corrupt Handouts and Emoluments (BLANCHE) Act. Ranking Member Raskin is filing a discharge petition on the legislation—a procedure that allows a majority of Members in the House (218 Members) to force a floor vote on the legislation, bypassing the lethargy and obstructionism of Republican House Speaker Mike Johnson. “Although Todd Blanche initially said the $1.8 billion slush fund would not move forward, his own Justice Department emphatically refuses to commit that promise to writing, despite repeated requests from Congress and the courts. Blanche has also categorically refused to rescind the sweeping ‘Super Pardon’ that purports to place the President, his family, and their business empire beyond the reach of the law for all time. And even now, January 6 rioters and their allies are openly forecasting that, with or without an ‘anti-weaponization fund,’ the administration will still funnel them millions of taxpayer dollars through backdoor settlements paid from the Judgment Fund. They are determined to compensate Trump’s private street-fighting militia and create 1,600 MAGA Millionaires with our money. “This is why Congress must act to comprehensively shut down this shameful shakedown once and for all. The NO CARTE BLANCHE Act blocks this and any future taxpayer-funded slush fund, voids this unprecedented attempt to grant immunity, and permanently blocks any future abuse of the Judgment Fund for fraudulent payoffs to MAGA foot soldiers and criminals who assaulted police officers during the January 6th attack on the U.S. Capitol. “I am filing a discharge petition to put this legislation on the floor, and I urge all my colleagues opposed to this radical assault on the rule of law to join me in signing it. The people’s representatives must decide whether to uphold the rule of law and protect taxpayer dollars—or stand aside as this unprecedented corruption spins out of control,” said Ranking Member Raskin.
