Ranking Member Raskin Probes Special Treatment of Epstein Co-Conspirator Ghislaine Maxwell in Minimum-Security Prison Camp, Retaliation Against Inmates Who Speak Out

Letter to Warden in Charge of Maxwell’s “Club Fed” Prison Camp Expands Judiciary Democrats’ Probe into Trump Administration’s VIP Treatment for Maxwell in Violation of BOP Rules on Sex Offenders

Washington, D.C. (October 31, 2025)—Rep. Jamie Raskin, Ranking Member of the House Judiciary Committee, sent a letter to Warden Dr. Tanisha Hall of Federal Prison Camp (FPC) Bryan demanding answers about the outrageous preferential treatment being afforded to convicted child sex trafficker Ghislaine Maxwell and the retaliatory punishment of inmates who have spoken out about it.

“Two months ago, we wrote to demand answers from the Department of Justice (DOJ) and Bureau of Prisons (BOP) about the Trump Administration’s inexplicable transfer of convicted child sex trafficker Ghislaine Maxwell to Federal Prison Camp (FPC) Bryan, a plum minimum-security facility that you oversee, in apparent flagrant violation of BOP policies, including one that prohibits sex offenders from placement in such facilities.  Neither DOJ nor BOP has responded to that letter. Now, shocking new reports reveal that Ms. Maxwell is not only receiving VIP treatment at FPC Bryan—including private meetings with mysterious visitors, meal delivery to her dormitory, and other special perks—but that you and other prison officials have retaliated against inmates who dared to speak out about her fawning preferential treatment.  We write to determine why this is happening and why you appear to have joined this Administration’s efforts to cover up the decades-long, international, multi-billion dollar Epstein-Maxwell sex trafficking conspiracy,” wrote Ranking Member Raskin.

An investigation by The Wall Street Journal earlier this month revealed that Maxwell has received special privileges since her transfer to FPC Bryan, including private meetings with unidentified visitors, meal delivery, and late-night recreation sessions. One prison consultant told Fox Newsthat Warden Hall appears to be “treating Maxwell more like she’s the guest in a hotel as opposed to an inmate in a federal prison.”

Meanwhile, reporting has exposed an alarming pattern of retaliation against inmates who spoke publicly about Maxwell’s jarringly different treatment.

In early August 2025, shortly after Maxwell’s arrival, inmate Julie Howell provided a statement to The Daily Telegraph saying: “Every inmate I’ve heard from is upset she is here. This facility is supposed to house non-violent offenders. Human trafficking is a violent crime.” Shortly after Howell’s comment was published, Warden Hall removed Howell from a training program she had just been selected for and transferred her to Federal Detention Center (FDC) Houston, a higher-security, and significantly harsher, federal facility.

During a subsequent “town hall” meeting at the prison, Warden Hall reportedly warned inmates that anyone who spoke to the press about Maxwell would face similar punishment. These directives appear to violate federal regulations, which protect inmates’ rights to correspond with the news media.

“Your abuse of administrative transfer authority to punish an inmate’s speech about unfair and discriminatory conditions in prison suggests that you and your superiors are more concerned with providing white-glove service and an optimal customer experience to Ms. Maxwell than you are with following basic fairness and your own regulations,” wrote Ranking Member Raskin.

Ranking Member Raskin is demanding answers from Warden Hall about her special treatment of Maxwell and her apparent retaliation against inmates for speaking with the press. Raskin also requested that the Warden arrange an oversight visit for Committee staff to interview inmates about their confinement conditions, Maxwell’s privileges, and any restrictions or retaliation related to speaking to the media.
